Born April 15, 1949 in Montgomery County, North Carolina, he was the son of the late David Barringer, Sr. and Geneva LeGrand Barringer. None of us are ever prepared to say farewell to our loved one, it is with grace and mercy that we give thanks to Our Lord and Savior for allowing us the opportunity to share a life so loved. He has fought a good fight, finished his course and answered God’s call to Eternal rest.

He received his formal education from the Montgomery county public schools and graduated from the historic Peabody High School, Troy, North Carolina. He was employed with Unlin Manufacturing as a fork lift operator and Troy Lumber Sales as a truck driver prior to his retirement.

Billy Ray was a faithful member of Mount Airy A.M.E. Church, Mt. Gilead, North Carolina where he served on the Trustee Board. He enjoyed playing basketball in his youth. He continued the love of basketball and football. His favorite basketball team were the Golden State Warriors and the New England Patriots football team. Billy Ray loved his family and imparted advice and counsel to them concerning the choices and challenges facing our society. He always tried to encourage family to seek education and he supported the HBCU (Historic Black College and Universities).
